According to Apple's press release, Double Tap is on by default on any Apple Watch Series 9 or Apple Watch Ultra 2 running watchOS 10.1. It can be turned offin the settings menu, if you so prefer.
Once you've got Double Tap up and running, it can be used for a wide variety of actions.
